After Pharaoh after his interesting dreams, he summoned his advisors to see if they could interpret the dream. They provided various interpretations that Pharaoh did not feel were correct. Upon the advise of Sar Hamashqim, Pharaoh called for Yosef to come to his court and interpret his dreams.
It is interesting to note how the brother who once used to dream is being called upon now to interpret dreams, and through that interpretation, rises to power.
In any event, it is difficult to understand how Yosef provides Pharaoh with the interpretation and then continues to give him advice on how to proceed in preparing the country for the upcoming years of hardship. Yosef was fetched from prison to give an interpretation, and not advise the Pharaoh. Yosef was going beyond his task and for that he was endangering himself, for Pharaoh was in his right to have him killed for such a misstep.
How can we explain Yosef's actions?
There is a mishnah is masechet Rosh Hashana, which states that one is judged on Pesah regarding the year's wheat supply. There is a midrash that say that Pharaoh's dream was on the night of Rosh Hashana, the beginning of the year. Had Yosef's interpretation ended short, the other advisors (knowing of Judaic halacha) would mock Yosef's interpretation, and inquire: "why would God be showing Pharaoh a dream determining the crops now, and not last Pesah?"
This is why Yosef added that Pharaoh had to search for an intelligent wise person, traits that are truly determined on Rosh Hashana, when Pharaoh had the dream.
