1) The blessing Ha'El Hamoshiah, which is recited at the end of reciting the megilah, is recited whenever one has 10 people hearing the megilah. There is no difference if the group of ten was a mixture of men and women, if you have 10 individuals hearing he megilah reading you may make this blessings.

2) One may make this blessing even if 9 of the people already heard the megilah earlier that day, and only one was hearing it for the first time.
